Reporting on Contacts Who Downloaded an Answer Attachment

Has anyone been able to create a report that shows everyone who has viewed an answer that contains an attachment and who downloaded that attachment?

Everything I've tried has shown no results. 
I've been playing with the kf_answer_stats.download_visits and trying to connect the contact table through the answer and user transaction tables, but nothing seems to work.
