Is it possible to default the Project Expenditure Org based on the Project Owning Org

Summary:

When creating requisitions, users can add Project details. In our scenarios, only the Project Owning Organisation cost centre should be used as the cost centre in the requisition charge account.

The Expenditure Orgs are not being used for any purchasing activity, but they are still available to select and add to the Project details.

In the old SSP screen, the Expenditure Org is not a mandatory field, so it can be left blank and the charge account generates as expected.

However, in the new RSSP screen, the Expenditure Org is a mandatory field, so it cannot be left blank, and users are populating it. This is causing confusion to the users.
