Not triggering notification when recipient mail expression is set in Alert composer

There is a requirement to set the alert notification for the Alert type:'Open enrollment reminder'. While using the below expression, the mail is not getting triggered. However, upon setting the mail expression with a static literal it is triggering. Could someone share the correct expression to send the mail to workers work email ID.
