Create add edit and delete goals must be restricted in self service

In our current project requirement : In PIP performance document, Create, Add, Edit and Delete goals must be restricted in self service, they should be available for line manager only and HR admin, and once the document is submitted, they should not be available for Line manager but available for admin only.
