How to use Value Set to present Question Response in Journey

We are trying to create Journey for Absence Form where we need ask certain questions. One of these questions is - Are you applying the Leave for yourself? If the Answer is No, next question will - To Whom You are applying the Leave? So, we want to present a List of Values of all Employees (Value Set with some filter criteria) so that user can chose an employee from the list. Currently there seems to be no way to present the List of Value, only option is free text where user can write the Employee Detail. This may result
