Unable to provide all permission to CDF3.0 file

Summary: Corporate Card File need all permission.

We are implementing new corporate card and facing issue to access the file.

Content (please ensure you mask any confidential information):

We have added new corporate card- HSBC master card and while testing the connection at Manage Corporate Card Program we are receiving pop up- "A connection was established to the XXXXXX file has read permission".

How to get full permission for file. We tried to manually provide all permissions at WINSCP and changes are not saving.

Is encryption key alias and signature key alias are mandatory to have all permissions. Please advise how to get full permissions.
