Is resource bundle text is controlled by language and key or can be controlled by country?

Hi All,

We are facing an issue with the bot response in one specific case. The same language is used in two different countries. But the the response of the BOT to be different for the two country users for the specific utterance. Is there a way we can control with one resource bundle key.

For Ex:

An Answer intent created with user key in three languages. English language is used by two country user's. For the specific utterance the bot response should be different for two country user's. Is this possible to achieve is there anything can be controlled based on country.
