Create Performance Document in Spreadsheet shows a blank file

We tried to create a performance document for one employee just to test the spreadsheet functionality by clicking on the Create In Spreadsheet button as seen in the screenshot below:

However, after the process runs successfully then viewing the spreadsheet - we are presented with a blank file:

Are we missing something in our configuration/role access?
