Creating external bank Account Owners Rest API for Person ends in error IBY-825839

Summary:
I am trying to create External Bank Account for a Payroll Employee record under Personal Payment Methods (PPM), who has Actual Termination Date in the past in HCM and facing API error. This doesn't happen for employee with no Termination Date or Termination Date in the future.
I am able to create the External Bank Account but the step to create Account Owners fails with error:
This combination of party and payment function is invalid based on the usage assignment of the party in Trading Community Architecture. (IBY-825839)
Following MOS Doc ID 2540702.1, we already verified that External Payee Payment Function Code is EMPLOYEE_EXP, for this case.
