CTP Form Closing balance to appear in appropriate TAR Column

Summary:

Client has raised a point, that if there is positive balance coming as Closing balance in CTP form (Receivable balance), it should be moved automatically to Income tax Receivable.

Currently as OOTB functuionality, TAR form gives both Positive (Receivable) and Negative (Payable) in the "Income Tax Payable" column itself. Client has rasied the point to get the positive number in Row Ending Balance (a), in Income tax Receivable column in same line, and making Income Tax payable value as NIL, as OOB functionality, instead of user passing a manual reclassification in TAR form.
