Usage Based Subscriptions are not generating billing Schedules, so TCV is 0

Summary:

We trying to create Usage based Item in subscription , however after adding the product to subscription TCV became 0.

We followed below steps.

  1. Subscription Profile created with USAGE_CAPTURE=ORA_THIRD_PARTY
  2. Subscription Item created and added in Pricelist.
  3. In price list against the Item: Pricing Charge Definition=Usage Time In Hours ,Price Type=Recurring, Charge Type = Usage Time, Price Periodicity = Hr
  4. Trying to generate the billing schedule
  5. Pricing TAB & Bill Summary TABs are not populating
  6. TCV becoming 0.

Can you please help me here, am I missing any thing?
