Participant Feedback Hyperlink is not visible in a performance page

Through the below mentioned navigation,

My Team --> Performance Overview --> Select a User --> Performance Document

There will be an hyperlink saying about participant feedback as shown in the below snip.

For a specific environment the same is not visible through the same navigation, as shown in the below snip.
The environment is upgraded to 24C and is Redwood enabled.

Is this any modification that requires a page customization?
Kindly provide your insights in this regard.
