How to exclude holidays from my report

I have a report that has been working for a while and it has a column defined like this "count(if(inc_performance.rel_time<30600, inc_performance.i_id))" which means that a email has to be responded within 8.5 hours.
How can I exclude from this calculation the holidays that are set up in the system? New Years, Labor Day, Etc.?
Any ideas?
