Error while HR is trying to process evaluate potential Life events of an global transferred employee

Summary: An employee global transferred to another country where benefit module is not applicable. There is a termination life event on 29-Feb-2024 which HR is trying to process the potential life events. But getting below error.

"No potential life events resulted from the collapsing of concurrent potential life events. (BEN-990445)
This error occurred in the package ben_evaluate_ptnl_lf_evt.get_earliest_potential. Context at the time of error: Person XXXX, Benefits Relationship ID 300005278150705, Life Event Occurred Date".

Please let me know possible issue for this. I tried to check the collapsing rule but didn't find the solution.
