Synchronized Goal Plans in Performance Documents

We have a requirement that the employee gets evaluated on Competencies and Two goal plans where the Competencies section weight is 30% and Goals section is 70 %, the issues is the system gives each goal plan 70% weight so now I have (Competencies 30% - Goal Plan A 70%- Goal Plan B 70%) is there a way to combine goal plan A and B weights to be 70%? So for example if the employee got a 90 in Goal plan A and 70 in Goal plan B the system should get the average and then multiples it by 70% ?
