Make Questionnaire to Not In Use

We had a problem after importing the Questionnaire from a different environment. The questionnaires were duplicated and it seemed like it imported all previous versions of the questionnaire when it shouldn't. We also noticed per checking on the back-end, that the Questionnaire IDs of these duplicates are different from each other. The expectation is when you export and import the questionnaires from a different environment, it should only import the latest and active version of the questionnaire - and all versions of the same questionnaire should have the same questionnaire IDs.
