Using Loaded performance ratings to budget bonus

I have a client who outsources their performance cycle. They load the performance ratings to their compensation cycle as a information point (text column), but nothing else. Performance ratings within the Compensation cycle are disabled.
This year they would like to use the loaded performance ratings to budget bonus and calculate the bonus amounts. The current budgeting method for the Bonus pool is Worker-level budgeting.
Is it possible to use loaded performance ratings from 3rd party sources to create bonus budgets and calculate the bonus amounts? If yes, how is best accomplished?
