Redwood - Performance template not retaining values after saving

Summary: We are creating new performance templates to support our plan to move to the Redwood performance documents functionality. After successfully saving new templates that have "Use synchronized goal sections" enabled various information turns up missing and has to be redone when a new session is started. Sometimes the "Document Type" of Annual Review will disappear from the General tab and it even disappears from the dropdown to re-enter it. The latest challenge is having 3 of 4 sections disappear from the Structure tab which also causes substantial re-work.

Has anyone encountered a similar issue or have any guidance of how to get past this?
