How to assign journey based one eligibilty profile

Summary:

In journeys how the HR can assign to employees based on eligibility profile,Also currently Assignee selection type os showing only one value person not showing other values as Direct reportees,organization.

I tried to enable ORA_PER_SOA_JOURNEY_ASSIGNEE_SELECTION_TYPE profile option in 24C i couldnot see any default value for this.

Please advice.
