Purchasing Receipts using API

We have a requirement to create Purchasing Receipts for all Purchase Orders that have been created in the month and which have not yet been invoiced.
We will get the list of all Purchase Orders that have been created in the month and which have not yet been invoiced using a BI Publisher Report in Fusion SaaS.
Is there any API program available in Fusion SaaS, to which we can pass this list of Purchase Orders and get Purchasing Receipts created? We do not have a PaaS License .
