ORC recruiting questionnaire not updating

Hi we have a candidate survery we send that is set up as a questionnaire. We want to update some of the questions, and I am trying this in our test environment. I went to question library and tried to update both as new version of existing question or creating a brand new question. I can't get the survey to update though. I am creating a new req and a new candidate. Is there some process that needs to be run after updating the question library? Thanks
