Is there a way to setup a Plan with Optional Beneficiaries?

Summary:

We have many plans that have beneficiaries. In order to reduce the time to go through a New Hire or Open, we would like to setup the optional plans as beneficiary optional. But if I setup the Designate Beneficiary action item, it becomes required, even if I don't set the Required or Suspended flag. That then creates a Pending Action.

Is there a way to setup the plan to optionally designate beneficiaries without creating a Pending Action if they are not designated?

This is our current setup that is creating the Pending Action. Note the Required flag is not set.
