Optional rates annually is zero when the Employee is rehire from retiree

Hi Expert,
We recently rehired a retired employee, and when we enrolled her benefits in Active Coverage, we noticed that her annual Optional Plan Rates were zero, even though they were supposed to have some amount of coverage.
Here's the screenshot after we process the life event when she' already rehired.
Is it normal behavior for an employee who was rehired from retirement to enroll in active coverage?
