Can admin add the Level (stretch / target) when creating library goals in Redwood?

Summary:

In responsive, the Level field is visible when admin create library goals, so they can indicate if a goal is stretch or target. This field has disappeared when we switched on Redwood. Can we make the field visible again on the library goal template?

The field is visible when an employee creates a goal.
