Rest API to get manager overall section rating from performance document

Hi I am unable to find rest api through which I can get manger manual rating/ overrall rating through rest API

Below API gives 403 Forbidden

Is there any API to get the Performance rating through performance document instead of talent ratings??

Is talent rating setup necessary to get the Performance rating through API, if so how can we configure and transfer performance rating to talent ratings??
