Why I can't view ADD button in Performance Documents page?

Hi all,
in the Performance Document page when I search a worker I cannot see the add button to add a new performance document.

I can see only Action button and not "ADD".

From Visual Builder I have already verified that the condition on the field "HIDE_ADD_PERFORMANCE_DOCUMENT_ACTION" is false so the key should be visible.

Has anyone had this problem and can help me?
