Can we align an organization goal with employee goal using HDL

We have a requirement to align the organization goals with employees performance goal via HDL. For ex: We want to load the Organization goals via HDL and want to visible to the employees. Then we want to load a performance goals against an employee and that should be aligned while we loading using HDL. Is it something feasible with HDL?
