Participant Feedback - Which Employees Can Manager and Employees Add as Participants?

Hello Everyone,

As I have been testing a performance cycle, I noticed that manager can request Participant Feedback from his team members only, whereas employee can't add anyone at all. I ensured Manager and Employee's roles have been copied from seeded roles and reviewed the Performance Process Flow but there's nothing abnormal:

On the other hand, I checked the general Feedback section (Me>Career and Performance>Feedback) and realized that they can search for anyone in the organization regardless of reporting lines.
