Co-ordination of benefits - Issue with permissions for plan enrollment

Hi,

We have a requirement where if a couple works in the same organization and one person is already enrolled and designated his spouse then the spouse cannot enroll herself in the Dental plan.

To achieve this requirement, we have a post election fast formula added to the plan.

However, we are having issues with permissions/privileges as if the person is enrolled in Dental plan with Employee plus family and designated his spouse then the spouse is able to enroll in Dental plan 'Employee only' option. Ideally this should not be allowed.

However, if we add the Benefit Administrator View all role, then it works fine, the spouse gets an error message when trying to enroll in dental plan.
