Some employees showing up on global search bar don't have performance tab

Hello experts,

I have a doubt on the functioning of the global search bar:
When a manager searches for employees, in general is able to see Performance tab after clicking on Show More for his direct reports.
Some dotted-line managers are able to see the same tab also for their dotted-line reports, but this is not happening for all dotted-line managers.

Can anyone explain based on what is done this discrimination? Why some functional managers are able to view the Performance tab and not all of them?
