Able to hide "What will indicate that this goal is achieved?" (Success Criteria) for Dev. Goals?

Summary:

We were able to hide the success criteria field when creating performance goals. However, we are unable to hide the success criteria field (24C "What will indicate that this goal is achieved?) when creating development goals. Has anyone successfully hidden this field when creating development goals?
