How to create a report for a survey?

I have a survey form in RightNow.

I want to create a scheduled report that checked for "new submissions" every 15min and email me ONLY the new submissions in that 15min period (I DO NOT want ALL records in the report).

How can I do that in RightNow reporting? I have all the fields with questions and responses setup for the report. I just need help with what filters and exception to use so that I get latest submissions only.
