Tracking Accounts that never Log In

Hi All,

In trying to manage our staff account licenses, we are trying to develop a report that will tell us if a user account was created, but never logged in. We have reports that can tell us the last login time, but adding NULL as that "last login date" doesn't seem to give us the correct accounts.

Has anyone had success in building a report to track this?
