Monitoring Replication Delay

Does anyone know of a way to monitor replication delays via reporting? I don't think there is a easy way to look at a table and field, but was wondering if anyone maybe wrote a report monitoring two things they know would get out of sync when replication is behind. Two things that come to my mind. 

1. Create a report that looks at the max ID in the incident table and its create time. Use a script and ROQL query to query the same result, but put it in a different column. Theory being the report would be against the Report DB, and ROQL by design is always against operational.
