anchor tags in career site's custom made policy pages are not working

Hi,

We have certain custom made pages (linked under foot notes) in our Ext. Career site. Under the "Content" section of our PRIVACY Policy, we have added with some anchor links that help the candidates to jump to specific sections within that document. My HTML codes seem correct but somehow the link is not taking me to that particular section. Strangely, one or two times, clicking on these links correctly led us to the correct section within the page. But we could not reproduce it, which is more confusing.
