REDWOOD: Performance Management : Pressing update goals button for all employees automatically

If a performance template being used for in-progress performance documents doesn't already have synchronized goals enabled we recommend that you set these to completed or closed before you enable Redwood performance documents because the user experience doesn't support the manual adding or removing of goals and competencies.

We are in that situation where the performance docs do not have sync checked. As a result employees have to go to the document --> performance goals section --> and click on update goals to bring any new goals to performance document. We cannot close the in-progress document as they are for end of year review that will take place in April but we also do not want to delay performance management redwood pages adoption till that time. We want to find out if this update can be mimicked externally through some API, HDL load or any other way possible
