Redwood UI: Validation rule not working on manually entered manager rating in performance document

Summary: We have configured DL performance template (custom) with Calculated Rating (FF) based on Competency section ratings. Calculated Rating and Manager Rating numeric values are 1, 2, 3, 4 and 5.

The manager can override the calculated rating but he can only enter a rating of +1 or -1 from the calculated rating. The application should throw an error if the manager rating does not fall in the range. We have tried to write a validation rule in VBS express mode for the same but it does not work. Any help is appreciated.
