24C: With redwood profile values enable for goals and performance, custom employee role is unable to complete goals on goal center drill down.

When user with custom role uses slide bar to mark a goal complete and clicks the 'Update' button below the comment box, they get the 'Completed' pop up at the bottom of the screen and a pink 'Forbidden' pop up at the top of the screen.
The issue does not occur with seeded/provisioned employee role.
Browser debug tools list a POST - Bad Request with the name 11.13.18.05:9/
