Impacts of leaving performance appraisals incomplete

We have a fair number of incomplete appraisals in the system. Officially, our deadline for completion has passed, but I understand that incomplete appraisals can be completed at any time (outside of the review period and outside of the document end date).

I know that it is possible for HR to complete or cancel incomplete documents, but are there any possible impacts of leaving appraisals incomplete (i.e., could this affect eligibility for next year's goal setting and/or appraisal document, etc.)?
