All-In-One evaluation missing ignore and submit option

Summary:

When submitting documents through all-in-one, we the evaluation status updates to Warning as expected when not meeting the recommended character count for the comments section. However, we are not presented with Ignore and Submit dialogue box mentioned here,Submit Manager All-in-One Evaluations and Calculate Ratings. The manager has to leave all-in-one, go the individual performance document and bypass the warning there. How do managers bypass warning messages in the all-in-one? Additionally, the message column is not always available, even when there is a warning (see the second screenshot proxied as the same manager. I left the page after the first unsuccessful submission and then navigated back and tried to submit again).
