Submitted Participant Feedback can't be viewed if participant doesn't click Save and Close first

Summary:

We are using Redwood for our 2024 Performance Review process. We have optional Questionnaire Only Participant Feedback as part of the process.

We have found that if a participant types in their feedback and then selects Submit, their feedback is not submitted. The request moves to Completed status, but neither the Worker nor anyone else can view the feedback - it shows as blank.

However if the participant types in their feedback, then selects Save and Close, and THEN selects Submit, their feedback is submitted and visible to all expected other users, including the Worker.

Is it expected behaviour that selecting Save and Close is a pre-requisite to being able to then successfully Submit particpant feedback?
