Start Enrollment Effective Date when requesting a marriage certificate for Spouse Life and Spouse AD

Need to correct enrollment "Start Enrollment Effective Date" when requesting a marriage certificate for Spouse Life and Spouse AD&D.
Expected results: For Spouse Life the Start Enrollment Effective Date should be the same as the Life Event Effective Date if the coverage amount requested is at or below the guaranteed issue date. For Spouse AD&D the Start Enrollment Effective Date should be the same as the Life Event Effective Date (there is no guaranteed issue restriction on AD&D coverage amounts).
Actual results: For both Spouse Life and Spouse AD&D the Start Enrollment Effective Date is showing the date the marriage certificate is being approved (generally the date the employee made the enrollment election and uploaded the marriage certificate).
