How to create eligibility profile for existing employee and for new hire

I want to create eligibility for two cases

1. An already existing employee , who has been working from April- March.
2. A new hire who has joined in between the fiscal year.

I want to create these two cases eligibility so according employee will get the option populated, can someone help with some idea for this ?
