Benefits- Clarification on the sequence of Open Enrollment and ACA Setup

I need clarification on why the ACA (Affordable Care Act) setup should follow after the completion of Open Enrollment. Could you provide the reason behind this sequence in Oracle Fusion HCM? We are currently working on both ACA reporting setup and Open Enrollment configurations. We were informed that Open Enrollment should be completed prior to ACA setup. We would like to understand the specific reasons or dependencies that mandate this sequence within Oracle Fusion HCM. Please provide detailed guidance or documentation on:

1.Why the Open Enrollment process needs to be completed first.

2.Any technical or functional dependencies between these two modules.
