Sign Internal employees up for the Talent community Emails

Summary:

We have a request to sign up internal employees automatically for the Talent Community, so they automatically receive alerts for new internal opportunities, then give them the option to OPT out. Looking at HDL, the candidate preferences HDL and the Talent community HDL both say for External Candidates, is there a way to mass sign up internal candidates for the Talent community?
