Person vs User vs Employee

Background:

We have implemented Payables, Procurement and Purchasing. (not completely but certain functionality only)

We have NOT implemented HCM but use certain aspects of that for user setup, roles, access, etc.

We have a daily feed from our HR system that creates all users in Fusion and as needed they get activated and assigned appropriate roles.

Problem:

Due to the multiple processes implemented over the years, there are some gaps and we have certain users who seem to be still active in the system even after they have left and been inactivated from the security console.
