Request for Alternative Role Assignment for Express Reports Access

Summary:

For express reports, you need Sales Administrator Role, however I cannot assign that role to my user as they will have access to all Business Unit data, and we cannot risk that?

Please give me role to assign to my user so they can have express reports creation and viewing rights without assigning Sales Administrator role?
