Add Field Labels to Foldout Panels

Summary:

Is there a way to add Field Labels to Foldout panels for Standard or Custom objects?

In our instance, the Field Labels are displayed on custom child object panels, but they do not show up on the panels for Standard or Custom Top-Level objects.
