Unable to create Performance Document for eligible employees

Hi Experts,

Summary:

I have 2 employees that have a goal plan assigned, are eligible, and have a line manager assigned but the performance documents are not getting created. I have run the Refresh Manager Hierarchy process as well

Also, I have the same data and configuration in a Dev environment and I'm able to create the documents there.

Can anyone suggest what might be missing to create the documents?
