Can't get the Redwood Responsive Self-Service Receiving tile to appear

Summary:

We are trying to test and look into implementing Redwood Responsive Self-Service Receiving

We can't seem to get the 'My Receipts (New)' Navigation to appear in a development environment.

I have tried following all found here

We have added 'ORA_RCV_RECEIVING_SELF_SERVICE_PWA_USER_DUTY' role to an existing and created a new role. I've tried giving BU Data Access and also turned Redwood Self-Service Receiving Pages Enabled Profile Option.

I have ran all the suggested scheduled processes as well.

Is there something I'm missing like some Security Policies?
